Shanti Jana Adarsha Sewa Kendra (SJASK), established in 1992 AD, is a not-for-profit making development NGO of Kavrepalanchok district. With aiming of no-left behind in housing-reconstruction and community resilience of the most-vulnerable households, an upcoming project namely “Kavre Reconstruction and Resilience Project -KRRP” in the partnership of CRS Nepal will be implemented in 3 palikas – Panauti, Roshi and Temal of Kavre district. This project mainly focus on provide support to complete permanent housing re/construction for the most needy vulnerable households and re/construction of drinking water supply schemes. Job Description
Period of Employment : Initially 4 months [September to December of 2020]. Thereafter, it will be subject to the extension of the project period.
Direct Reports to : Project Coordinator
Reporting to this post : Office Assistant
Duty Station : Dhulikhel Office (Field 30%)
Other Specification
• Bachelor in Human Resource Management, Public Administration, General
• Management, social sciences and similar subjects
• Minimum 3 years’ experience in the similar position and in reconstruction or development projects
Professional Skills Required:
• Overall management of the administration, operation, procurement and human resource management
• Ensure procurement compliance, documentation and HaRIS
• Interpersonal, coordination and communication skills
Other Specializations:
• Knowledge and skills of GESI mainstreaming
• Experience of reconstruction project will be an asset
Job Description
Overall Responsibilities:
• Facilitate overall administration and office operation of the project
• Lead and facilitate entire procurement process and documentation as required and meeting compliance of the organization and PGA
• Manage HaRIS including admin and HR documentation and support for HRDM
Major Roles and Responsibilities
• Ensure smooth running of the project offices, manage and monitor office facilities and assigned support services to ensure their effective and efficient operation as well as maintenance; ensure the safety, supplies and service of equipment
• Take custody of all office assets, including ensuring safety, tracking movements, regularly updating the Asset register and performing spot checks on periodic basis
• Ensure cost savings where ever possible by negotiating and identifying proper vendors
• Deliver all admin services in the most effective and efficient manner to facilitate the functions of logistic department
• Ensure adequate records of fleet management/movement, and put in place policies
• Prepare HR documents and implement relevant policies related to HR, admin and procurement.
• Facilitation in recruitment process for new hiring and clearing process for retirement.
• Processing Staffs’ Performance Appraisal and prepare final reports.
• Ensuring staffs’ salary and benefits payment and provide in the coordination with Finance Officer
• Support and facilitate to implement Grievance Handling Policy and Code of Conduct.
• Preparation of reports, reporting to management and co-ordinate with different departments.
• Ensure HaRIS, IT-logistics management like organizing/facilitating virtual meeting
• Develop vendor roster for various categories of goods and services and establish contracts with regular service providers
• Ensure procurement procedures and authorization procedures are followed and is in line with procurement policy of the organization and PGA.
• Ensuring Project/Organization’s Assets and inventory record with update
• Orient the project team on admin, HR and procurement system and procedures and documents requirements.
