Background

About the Project:

The EU-Nepal Trade and Investment Programme (TIP) 4-years programme, funded by the European Union (EU), will assist the Government of Nepal to achieve sustainable and inclusive economic growth and poverty reduction by increasing trade and participation in regional and global value-chains. It aims at enhancing the capacities of the Ministry of Industry, Commerce and Supplies (MoICS) and the Trade and Export Promotion Centre (TEPC) to formulate trade policies, negotiate trade agreements and effectively implement them. A toolbox to facilitate trade and export policies will be developed. Furthermore, assistance to the sustainable and inclusive development of Nepal’s coffee and pashmina value chains, with focus on export development, is foreseen.

These efforts build on the successfully completed Nepal Pashmina Enhancement and Trade Support (PETS) project, the recently launched national coffee sector strategy, and the recommendations of the Nepal non-tariff measure survey, all three developed with ITC’s assistance. The project is also closely linked to Nepal’s 14th Periodic plan and Trade Integration Strategy (NTIS), in line with the EU’s Multiannual Indicative Programme (MIP) 2014-2020 for Nepal, the European Consensus on development priorities “Prosperity”, “People” and “Planet”, and the UN 2030 Agenda for Sustainable Development.

Project objectives:

Impact: Contribute to Nepal’s sustainable and inclusive economic growth and poverty reduction
Outcome: Increased trade and participation in regional and global value-chains

Project outputs:

1. Enhanced capacities of the MoICS and the TEPC to formulate trade policies, negotiate trade agreements and effectively implement them
2. Trade facilitation and export policies toolbox is developed
3. Increased capacity throughout Nepal’s coffee value chain
4. Increased capacity throughout Nepal’s pashmina value chain

Project team:

The Office for Asia and The Pacific (OAP) of ITC is responsible for the management of the project. The project team will work under the overall guidance of the Chief, OAP, and the direct supervision of the Senior Trade Promotion Officer, OAP, based in Geneva, Switzerland. ITC technical officers/experts for the three project outputs, will be in charge of the implementation of project activities under each output, supported by the coordination of OAP, in close collaboration with the National Project Coordinator and jointly with country partners and stakeholders.

ITC has established a project office in the premises of the Ministry of Industry, Commerce and Supplies (MoICS) in Kathmandu, Nepal. The project office will consist of an International Senior Project Officer, a National Project Coordinator and a National Project Assistant. The Project Team will assume coordination and day-to-day management of field operations, extend technical support to project implementation, and will ensure the outreach, communication and development of working relations with stakeholders in Nepalese provinces. The National Project Coordinator will report to the International Senior Project Officer.

Duties and Responsibilities

The National Project Coordinator shall, but not limited to, assume the following functions:

Coordination:

• Provide trade-related technical advisory services and carry out desk and field research related to implementation of the various project components e.g. analyse market trends, sector needs etc.;
• Provide strategic and technical contributions to design training programmes and workshops, identify jointly with partner institutions trainees with relevant expertise to ensure maximum impact and country coverage incl. in provinces, provide inputs to develop customized capacity building tools and materials;
• Provide advisory support for ensuring coherence between the various project components, with beneficiaries’ needs and expectations, with other capacity building projects targeting the same beneficiaries;
• Contribute and support moderate and report on project technical meetings, consultations and events;
• Manage high level relationships with project stakeholders and beneficiaries; Develop a contacts database; ensure ownership of local stakeholders, national project partners and beneficiaries in Kathmandu and the provinces; maintain regular communication, ensure good information sharing; liaise with the relevant government departments, ministries and private sector institutions to obtain support for project implementation;
• Provide coaching support to national experts and institutions working on the project or receiving support from the project incl. in provinces to ensure capacity building and efficient project delivery;
• Provide advisory support to selected Nepalese exporters to follow-up on trainings, coaching and contacts made with regional and international business counterparts and buyers thanks to project support;
• Participate in technical working group meetings at the national level relevant to project support areas and ensure synergies, coherence as well as dissemination of project results and findings;
• Contribute to technical missions in Kathmandu and provinces, and prepare briefing notes, presentations and other related technical documents for internal and external use, attend meetings of the ITC staff with counterparts and stakeholders, prepare minutes of meetings and discussion summaries;
• Provide support to the ITC staff in the organization and effective running of planned missions, help with logistical aspects where and when needed (incl. provision of relevant information for visas, protocol, travelling conditions, etc.), assist in planning the meetings of the ITC staff, identify, facilitate and coordinate meetings with relevant counterparts and stakeholders, prepare meeting agenda;
• Meet with private sector and government departments to discuss and agree on planned activities scheduled, and confirm with ITC eventual adjustments as required.

Contribution to project implementation, monitoring and reporting:

• Contribute to data collection; liaise with ITC technical sections on the project’s data needs; provide feedback on the data collection tools (eg. questionnaires); reach out to and liaise with target populations, through partner institutions as needed in order to collect the required data with agreed data collection tools; liaise with ITC technical sections and provide collected data;
• Ensure collection of information for project monitoring, feedback and evaluations from project beneficiaries, in particular SMEs, exporters and stakeholders along sector value chains, and analyse the results as inputs to project reporting and lessons learned against the project monitoring and results framework;
• Contribute in defining the project implementation arrangements, including inter alia the office set-up and related-actions, the collaboration with MoICS and TEPC, the Terms of Reference (TOR) of the Project Steering Committee, the arrangements for the official project launch and other key events.

Other Related Functions/Expected results

• Undertake any other tasks assigned by the Supervisor in support of efficient implementation of the project;
• The project budget is managed by ITC HQ. Ensure financial reporting to ITC HQ.

Required Skills and Experience

Education:

• Master Degree or equivalent in International Trade, Economics, Business Administration, Development Studies or related field.

Experience:

• A minimum Eight (8) years (with Masters’ degree) of relevant experience in the field of trade-related technical assistance, trade policy, trade facilitation, value chain development or related field
• Proven knowledge of the economic and trade context as well as private sector development in Nepal
• Good network of public and private trade stakeholders in Nepal
• Very good knowledge of at least two of the following fields: trade policy, trade facilitation, value chain development
• Good understanding of project result-based management and coordination
• Excellent drafting and communication skills
• Computer literacy

Language Requirements:

• Fluency in written and spoken English (including excellent drafting and presentation skills) and Nepali. Knowledge of another European language would be an asset.

Desirable knowledge and skills:

• Knowledge of the UN system and procedures and/or experience of EU-related projects would be an asset
