In Nepal, CAID is implementing Country Programme Strategy with transition from humanitarian to long term sustainable development focus with key objectives of Resilient Livelihoods, Gender Equality and Social Inclusion and Disaster Risk Reduction and Humanitarian Response. CAID Nepal country programme is an integrated programme focusing on linkages between humanitarian to developmental themes post-earthquake recovery programme with key impact areas on (a) Resilient Livelihood (Economic and Social Empowerment) (b) Gender Equality and Social Inclusion for vulnerable groups and (c) DRR and Humanitarian Response.

About the role

CAID Nepal is looking for a monitoring and evaluation and partnership management talent from Nepal as Program Officer who can effectively manage both monitoring and evaluation systems and partnership management. If you have these skills and demonstrate strong working relationship with team and with stakeholders, this is a great short-term opportunity.
This position is short-fixed term contract (till March 2021) and needs to be filled immediately and hence someone who can join soon are encouraged to apply.

The position will be responsible for supporting the project partners and strengthen monitoring and evaluation systems to allow for effective, accurate reporting for decision making and project implementation. To contribute to building partner capacity to develop and use participatory approaches for monitoring and evaluation for effective project results. Encourage active knowledge management and organizational learning using monitoring and evaluation findings. Ensure reporting mechanism and processes and provide compliance support to the programme in line with exit strategy.

The position will also responsible for partner relationship management and maintain effective communication with partner. To ensure effective utilization of partner grants, oversee compliance, monitoring and ensuring timely of reporting and documentation of projects.

About you

Key outcomes and Responsibilities

Partnership Management

• Ensure effective communication with partner focal person for timely delivery of project outcome.
• Collaborate and provide technical support to partner on proposal and budget development on agreed thematic approach.
• Monitor project budgets and expenditure and coordinate with Partner’s & Programme manager to ensure effective project implementation.
• Develop project level detail implementation plan, procurement plan, financial & narrative reporting schedule, fund transfer schedule and ensure implementation
• Ensure timely reporting from partners and upload in PROMISE as per requirement
• To provide facilitative support to partners to ensure the effective and efficient implementation of the projects
• Coordinate with National & District level Government authority as per requirement
• Assist Programme Manager to conduct Partnership review of each partner annually
• Assist Programme Manager for smooth programme exit from Nepal ensuring CA & local government compliance during exit.
• To represent CA in external meetings on relevant issues i.e. Sphere Steering Committee, ACT Nepal Q & A etc

Monitoring and Evaluation

• To strengthen Nepal country programme M&E framework, ToC, LFA and making sure it is integrated/works across all projects.
• To support work plan development and monitoring, reporting and evaluation processes amongst Christian Aid’s partners in Nepal according to the exit timeline in March 2020
• To promote monitoring and evaluation systems and build partners capacity on this
• To support partners to establish and effectively roll-out data capture tools and procedures, to enable accurate and timely monitoring and reporting on the projects’ core indicators
• Conduct Partner Review, Reflection & Planning meeting for project review
• Monitoring and evaluation of all projects as per the M&E plan with respective program officers and program manager.
• To follow up and support the work of the partners to ensure that the resources are used accountably, and that relevant compliance and management procedures are adhered to
• Corresponding with partners to ensure reporting is correct and conveying any issues arising from the appraisal or monitoring procedure
• To systematize and share with the team the assessments of projects’ appropriateness, effectiveness and efficiency
• Compiling reports as per the format and share report as per CA requirement.

Learning Documentation and communication

• Document and share best practices and learning’s through publications, web sharing within and outside country team.
• Closely work with HD, regional and international department on learning and documentation and communications.
• Organise learning sharing platform among the partners

Quality & Accountability:

• Ensure effective complaint /feedback mechanisms established within the projects
• Make sure program related gap action plan agreed and CRM action plans are followed in timely manner or not by partner team.
• Share MEAL findings & Quality issues in each monthly meeting as defined in the protocol.
• Ensure that the accountability & quality framework is being followed by project team and partners.
• Compliance met through quality reports and evidences of change

Role context

Christian Aid Nepal will be exiting from the country in March 2021 and hence the Program officer takes into account to execute partnership management and MEAL in Nepal programme. Work with program team to ensure the smooth functioning of the MEAL system in all project districts in coordination with partners. Conduct management/execution of periodic reviews & evaluations; preparation of MEAL monthly/quarterly report; and review of program periodic report. Make sure the accountability complaint and feedback mechanisms are functioning well. Keep good coordination & collaboration with all program team and partner NGOs on MEAL requirements and partnership management. Will also work on the plan that’s set to see us through to exit in March 2021.

Essential

• Degree, preferably in statistics, the social sciences or any other relavant degrees
• 4-7 years NGO experience and knowledge of monitoring and evaluation.
• Good knowledge of donors (e.g EU, DFID, USAID) reporting requirement and standards
• Familiarity with programme cycle management approaches and tools – including participatory planning, monitoring and evaluation
• Significant experience of working with small, indigenous partners
• Excellent communication skills, both written and verbal, and strong IT skills
• Experience of facilitation, training and network and partner capacity building

Desirable

• Understanding of partnership approach to international development
• Understanding and familiarity with database management
• Familiarity and understanding of SPSS and MEAL framework
• Ability to produce quality reports from analysis conducted on data sets

This role sits within the Program role family in the International Department. Responsible for providing overall accountability and transparency of the Christian Aid Nepal program function and providing support to Christian Aid Nepal partners.
