Background
About the Project:
The EU-Nepal Trade and Investment Programme (TIP) 4-years programme, funded by the European Union (EU), will assist the Government of Nepal to achieve sustainable and inclusive economic growth and poverty reduction by increasing trade and participation in regional and global value-chains. It aims at enhancing the capacities of the Ministry of Industry, Commerce and Supplies (MoICS) and the Trade and Export Promotion Centre (TEPC) to formulate trade policies, negotiate trade agreements and effectively implement them. A toolbox to facilitate trade and export policies will be developed. Furthermore, assistance to the sustainable and inclusive development of Nepal’s coffee and pashmina value chains, with focus on export development, is foreseen.
These efforts build on the successfully completed Nepal Pashmina Enhancement and Trade Support (PETS) project, the recently launched national coffee sector strategy, and the recommendations of the Nepal non-tariff measure survey, all three developed with ITC’s assistance. The project is also closely linked to Nepal’s 14th Periodic plan and Trade Integration Strategy (NTIS), in line with the EU’s Multiannual Indicative Programme (MIP) 2014-2020 for Nepal, the European Consensus on development priorities “Prosperity”, “People” and “Planet”, and the UN 2030 Agenda for Sustainable Development.
Project objectives:
• Impact: Contribute to Nepal’s sustainable and inclusive economic growth and poverty reduction
• Outcome: Increased trade and participation in regional and global value-chains
Project outputs:
1. Enhanced capacities of the MoICS and the TEPC to formulate trade policies, negotiate trade agreements and effectively implement them;
2. Trade facilitation and export policies toolbox is developed;
3. Increased capacity throughout Nepal’s coffee value chain;
4. Increased capacity throughout Nepal’s pashmina value chain.
Project team:
The Office for Asia and The Pacific (OAP) of ITC is responsible for the management of the project. The project team will work under the overall guidance of the Chief, OAP, and the direct supervision of the Senior Trade Promotion Officer, OAP, based in Geneva, Switzerland. ITC technical officers/experts for the three project outputs, will be in charge of the implementation of project activities under each output, supported by the coordination of OAP, in close collaboration with the National Project Coordinator and jointly with country partners and stakeholders.
ITC has established a project office in the premises of the Ministry of Industry, Commerce and Supplies (MoICS) in Kathmandu, Nepal. The project office will consist of an International Senior Project Officer, a National Project Coordinator and a National Project Assistant. The Project Team will assume coordination and day-to-day management of field operations, extend technical support to project implementation, and will ensure the outreach, communication and development of working relations with stakeholders in Nepalese provinces. The National Project Assistant will report to the International Senior Project Officer.
Duties and Responsibilities
The National Project Assistant shall, but not limited to, assume the following functions:
• Assist in setting-up the project activity and budget monitoring tools;
• Assist in preparing monthly project progress reports for ITC Headquarters;
• Assist in collecting data and information for project monitoring and reporting;
• Obtain cost information and prepare tentative activity-related budgets, prepare inputs for budget monitoring and reporting, collect information on country’s in-kind contributions;
• Provide administrative and logistical support for the organization of project steering committee meetings;
• Organize logistical aspects and provide administrative support for the effective running of project events, missions and workshops (incl. provision of relevant information for visas, travelling conditions, hospitality, organize hotel bookings, venue availability and set-up, documentation and materials, etc.);
• Help with logistical arrangements for consultants and staff on mission and participants in seminars or meetings;
• Format documents, reports, promotional materials, Powerpoint presentations;
• Assist in translating documents and promotional materials;
• Take minutes of meetings and prepare discussion summaries and aide memoires;
• Contribute to disseminate project promotional materials and reports; provide support to maintain communication flows with project stakeholders and beneficiaries in Kathmandu and provinces;
• Manage incoming and outgoing correspondence, emails, letters and telephone calls; ensure routing of the requests to and replies by relevant team members;
• Receive visitors and schedule appointments and meetings;
• Establish and maintain a project contact database;
• Create and maintain a well-organized project document intelligence system accessible to all project team members and/or selected project partners and beneficiaries;
• Assume responsibility for office installation and maintenance incl. office equipment;
• Be responsible for logistics to support the office administration such as buying office equipment, stationary etc.;
• Act as a custodian of the project petty cash account for small field-based expenditures as per ITC’s rules, and ensure proper management if the account and safekeeping of cash advanced under UN financial rules;
• Maintain up to date records of all project-based activities and documents.
• Undertake any other tasks assigned by the Supervisor in support of efficient implementation of the project;
• Assist National Project Coordinator in integrating Gender Equality and Social Inclusion in planning and implementation of the project.

Required Skills and Experience
Education:

Language Requirements:
• Advanced English and Nepali with excellent written and oral communication skills is essential
Desirable knowledge and skills:
• Knowledge of creating or maintaining budget, project monitoring or reporting tools
• Knowledge of the UN system and procedures or experience of EU-related projects would be an asset
